AVENAL, Kings County — October 27, 2026. Residents planning a renovation, a new building or a change to their property should check the city’s updated submission procedure before visiting City Hall. A notice on Avenal’s Community Development page says that building, land-use and zoning, and land-division applications must be submitted through its online permitting portal.
Which applications are covered?
The notice applies to applications within three broad groups: building work, land-use or zoning review, and land division. The correct application and supporting material still depend on the project’s details. A permit portal does not replace architectural plans, ownership authorizations, code compliance, fees or inspections when those are legally required.
For an owner considering an accessory dwelling unit, the process may involve both planning and building review. If the parcel has unusual setbacks, access conditions or utility limitations, ask staff about them before hiring designers.
How to use the official system
The city directs applicants through a ViewPoint Cloud online permit portal, linked from the municipal Community Development page. Use the official city page as the starting point so that a commercial search result or unofficial payment link is not mistaken for the town’s actual application system.
Who can answer application questions?
The municipal Community Development office lists 919 Skyline Boulevard, Avenal as its location, business hours Monday through Friday from 8 a.m. to 4:30 p.m., and general telephone 559-386-5766. Questions about building permits and inspections may be sent to building@cityofavenal.gov. Confirm current in-person availability before traveling.
The website also links to zoning rules, permit fee information and planning contacts. Online submission does not mean every plan is automatically eligible or that the city has waived inspections.

Editorial note: This is practical guidance about the city’s published submission process; a staff decision is required for individual applications.
